STAR Roles and Responsibilities

9/28/2009

STAR Tournaments is an association of Strat-O-Matic (SOM) Baseball enthusiasts devoted to the promotion of SOM tournaments including the annual National Tournament.  The STAR mission is to grow the association by providing an enjoyable experience for all participants.  STAR is dedicated to free and open competition and accepts all players regardless of race or gender.

The purpose of this document is to define the Roles and Responsibilities for the officials of the STAR Association including the STAR Board of Directors (BOD).  The provisions of this document will take effect on July 22nd, 2008.

BOARD OF DIRECTORS

The Board of Directors (BOD) shall consist of six directors.  The directors are Gene Abood, Steve Davidson, Ed Kilmer, Pete Nelson, Craig Schneider and Stan Suderman.  Approval of any motion is achieved whenever four BOD members cast votes in favor.  Any action that the BOD takes is via an approved motion.  Any STAR player may submit a motion to the BOD by contacting any Board member (e-mail preferred) who will then present the motion to the rest of the BOD.  Motions will be voted on by the BOD when they meet or via e-mail (for non-controversial motions).  BOD meetings are held on an as-needed basis.

The BOD must approve (in advance) any correspondence to the STAR membership.  STAR correspondence to the media or the SOM game company must also be approved in advance.  The BOD must also approve any posting to the STAR Web Site that is of an editorial nature.  These approvals are expected to be routine and facilitated by e-mail.

The BOD may remove, by motion, any STAR official who, in the Board’s opinion, has not acted in the best interests of STAR.  If an official is removed or resigns, the BOD shall appoint a replacement. The BOD may also suspend any player who has not acted in the best interests of STAR.  The length of the suspension shall be determined by the BOD.

WEST REGION COORDINATOR (Randy Davidson)

The West Region Coordinator is responsible for scheduling West Region Tournaments and providing that schedule to the Webmaster.  He is also responsible for selecting Tournament Directors and making sure they have the equipment and information they need to run tournaments in the West Region.

The East Region Coordinator is responsible for scheduling East Region Tournaments and providing that schedule to the Webmaster. He is also responsible for selecting Tournament Directors and making sure they have the equipment and information they need to run tournaments in the East Region.

SOUTH REGION COORDINATOR (Willie Dominguez)

The South Region Coordinator is responsible for scheduling South Region Tournaments and providing that schedule to the Webmaster. He is also responsible for selecting Tournament Directors and making sure they have the equipment and information they need to run tournaments in the South Region.

JASPER REGION COORDINATOR (Paul Brownlee)

The Jasper Region Coordinator is responsible for scheduling Jasper Region Tournaments and providing that schedule to the Webmaster. He is also responsible for selecting Tournament Directors and making sure they have the equipment and information they need to run tournaments in the Jasper Region.

TREASURER (Stan Suderman)

Tournament Directors collect $30 plus five dollars from every player for every tournament and forward this money to the STAR Treasurer. This money covers STAR expenses with any remaining money contributed to the prize fund at the National Tournament.  The Treasurer is responsible for collecting and distributing these funds.

STATISTICIAN (Stan Suderman)

The statistician compiles all the information from all the STAR Tournaments and produces various documents (such as the average pick sheet) that are intended to assist players.  This information is made available to the STAR Webmaster for publishing to the STAR Web Site.

WEBMASTER (Stan Suderman)

The Webmaster is responsible for the STAR Web site.  Anything of an editorial nature must be approved by the BOD before it is published.

RULES SECRETARY (Pete Nelson)

The Rules Secretary is responsible for the STAR Consolidated Rules and the STAR Tournament Director Guide documents and updates the website with the latest versions of these documents.   The Rules Secretary serves as the chairman of the Rules Committee and facilitates rule debates and votes.

GAME COMPANY LIAISON (Steve Davidson)

The Game Company Liaison is responsible for all communications with the Strat-O-Matic Game Company.

TOURNAMENT DIRECTOR (varies)

The Tournament Director (TD) is chosen by the appropriate Region Director and is responsible for everything pertaining to a tournament.  This includes selection of the tournament format and location.  The TD shall provide to the STAR Statistician copies of each draft and the won/loss records for each player.  For each player who won money, the order of finish and money won shall also be provided.  For each tournament, the TD shall forward 30 dollars plus five dollars for each entrant to the STAR Treasurer.  The TD will abide by and enforce the rules that are documented in the STAR Consolidated Rules and the STAR Tournament Director Guide documents.  Any concerns regarding rules interpretation or fair play shall be handled by the TD or his designate.

NATIONAL TOURNAMENT COMMITTEE (Stan Suderman – TD, Ed Killmer, Craig Schneider)

The National Tournament Committee is responsible for the conduct of the National Tournament.

RULES COMMITTEE  (Dave Bengert, Errol Dennis, Pete Nelson, Tony Tucker, Mick VanValkenburg, Richie Wain)

The Rules Committee will review the rules and the suggestions from STAR Tournament players and will decide (based upon a simple majority of the Rules Committee) on any changes to the published rules.  The STAR Board may cancel a Rules Committee decision with four or more votes (in favor of canceling).

The STAR philosophy regarding rules changes is that the change: 1) should not make the game any more complicated than it already is, 2) should be consistent with the real game of baseball and 3) should be consistent with the SOM Game company rules.  Not all rule changes will necessarily meet each of these guidelines but each proposed rule change should be considered with these guidelines in mind.

STAR officials serve until they resign or are removed by the BOD.

The BOD must approve any change to this document.
